Here is biblical evidence that UBF’s prayer topics specifically the numeric ones are from Satan not God.
If you go to UBF’s website some of their prayer topics consist of raising numbers of shepherds/sheep. Here is an example:
“General Prayer Topics
(1) Living holy and godly lives looking forward to the Day of God;
(2) Evangelization of all the cities and campuses of the world by raising 100,000 Bible teachers and missionaries in this generation;
(3) Raising many long-term and short-term missionaries through the 2018 ISBC; Source: http://www.ubf.org/prayer-topics/world-mission-prayer-topics
Did you noticed how out of all the three prayer topics the numeric one is bolded?
In the bible it is unbiblical to take a census let alone be fixated on numbers when God himself didn’t say so.
1 Chronicles 21:1-14 New International Version (NIV)
David Counts the Fighting Men
21 Satan rose up against Israel and incited David to take a census of Israel. 2 So David said to Joab and the commanders of the troops, “Go and count the Israelites from Beersheba to Dan. Then report back to me so that I may know how many there are.”
3 But Joab replied, “May the Lord multiply his troops a hundred times over. My lord the king, are they not all my lord’s subjects? Why does my lord want to do this? Why should he bring guilt on Israel?”
4 The king’s word, however, overruled Joab; so Joab left and went throughout Israel and then came back to Jerusalem. 5 Joab reported the number of the fighting men to David: In all Israel there were one million one hundred thousand men who could handle a sword, including four hundred and seventy thousand in Judah.
6 But Joab did not include Levi and Benjamin in the numbering, because the king’s command was repulsive to him. 7 This command was also evil in the sight of God; so he punished Israel.
8 Then David said to God, “I have sinned greatly by doing this. Now, I beg you, take away the guilt of your servant. I have done a very foolish thing.”
9 The Lord said to Gad, David’s seer, 10 “Go and tell David, ‘This is what the Lord says: I am giving you three options. Choose one of them for me to carry out against you.’”
11 So Gad went to David and said to him, “This is what the Lord says: ‘Take your choice: 12 three years of famine, three months of being swept away[a] before your enemies, with their swords overtaking you, or three days of the sword of the Lord—days of plague in the land, with the angel of the Lord ravaging every part of Israel.’ Now then, decide how I should answer the one who sent me.”
13 David said to Gad, “I am in deep distress. Let me fall into the hands of the Lord, for his mercy is very great; but do not let me fall into human hands.”
14 So the Lord sent a plague on Israel, and seventy thousand men of Israel fell dead. Source: https://www.biblegateway.com/passage/?search=1+Chronicles+21&version=NIV
Why was God mad? This is why:
“As to why God was angry at David, in those times, a man only had the right to count or number what belonged to him. Israel did not belong to David; Israel belonged to God. In Exodus 30:12 God told Moses, “When you take a census of the Israelites to count them, each one must pay the LORD a ransom for his life at the time he is counted. Then no plague will come on them when you number them.” It was up to God to command a census, and if David counted he should only do it at God’s command, receiving a ransom to “atone” for the counting. This is why God was angry again with Israel and is also why David was “conscience-stricken” after he counted Israel. David knew it was wrong and begged God to take away the guilt of his sin (2 Samuel 24:10).” Source: https://www.gotquestions.org/David-census.html
In UBF whenever the UBF “missionary” talks about raising a number of disciples/sheep and tells the members to recruit a certain number of people to the church/chapter or to a conference they never ever (to my recollection) state that it is God’s direction to focus on numbers and take a census. It has always been implied. However, just because something is implied doesn’t make it true.
In the end UBF doesn’t belong to Jesus Christ but it is actually under the subtle ownership of the UBF “missionaries”. As a result of this continuous unbiblical practice UBF has shrinked in size dramatically. If you look at UBF’s attendance record the numbers have been decreasing a lot especially in the 21 century.

I believe God also ordered a census, so I would not use the word “proof”
Anyway they should not be doing what they are doing with this number counting obsession and I thought of the exact part of the Bible you quoted in regard to this many times
